Capital Recovery Fee

The Board of Directors of Weston Municipal Utility District (Weston MUD) asked voters to approve a bond election on May 2, 2026. The proposition would have allowed the District to borrow up to $43.5 million to pay for needed water, sewer, drainage, and storm sewer improvements. The measure did not receive enough votes to pass.

Similar bond elections were also held in 2024 and 2025, and both were unsuccessful.

Following three unsuccessful bond elections (2024, 2025, and 2026), the Board of Directors was left without an approved mechanism to finance the District’s needed infrastructure improvements through long-term borrowing.

Due to the failure of the previous bond elections to increase the District’s bonding authority, the Board of Directors has voted to implement a monthly Capital Recovery Fee as an alternative funding procedure to replace additional bond issuances for capital projects.

After consulting with the District’s financial advisor and engineer, the Board has decided to add a $28.49 Capital Recovery Fee (CRF) to monthly water bills. The money collected through this fee will be set aside to pay for the District’s most urgent infrastructure projects as they are needed. In the event voters subsequently approve new bond issues, the Board of Directors believes the monthly Capital Recovery Fee can be eliminated and replaced with the issuance of bonds.
